Note: This is the way the registry records their numbers, so that's how we do it here.
(With the zeros filling in the empty spaces if the number is shorter then the number of characters allocated to that section. Presumably, computers don't know how to handle empty spaces? The AQHA, APHA, etc. do it that way too, ever since they computerized the records.)
